eRAS is a Web portal which was developed together with the Federal Office for the environment (UBA) in order to efficiently record master data from the waste management industry.
eRAS is a register containing the master data of the waste management industry. Owing to compulsory registration, the master data covers registered enterprises in the waste management industry and their equipment, components, locations, addresses and permits. eRAS is part of the Electronic Data Management system (EDM), a framework project for the simplification of administration, reduction of costs and the increase of efficiency. The mostly paper-based documents, which are exchanged between enterprises and the authorities are to be gradually replaced by electronic documents.
According to the waste management law (AWG 2002) and various waste industry regulations, enterprises in the waste management industry, in particular those collecting and handling waste, have to deliver electronic notifications to the responsible waste authority. Currently enterprises must record their master data (name of the enterprise, data of relevant sites, various contact information) for each notification. This means additional expenditure on the side of the industry and unmanageable data inconsistency on the side of the authority.
The master data is to be recorded centrally in eRAS in order not to have to always repeat the same information. Businesses, equipment, locations as well as components and report units (e.g. in the sense of the EPER regulation) can be identified world-wide with a clear key (GLN from the EAN system). Contrary to other registers (address registers, ZMR, business book...) no authority records the data, but each person registers the data themselves. Due to legal obligations (normally on the basis of AWG 2002 and various regulations) certain persons (in the following: "Reporting Persons") are required to register themselves and to immediately update changes of their data into the register. Registration is a condition for the fulfilment of (electronic) reporting obligations.
